I hope Paul's assessment that it has little chance is correct. I've just
navigated the maze that is the Peterborough Consultation Portal. Creating
an individual account is easy and I've submitted comments based on my
daily use of the path for commuting.

If you expand out the 'waste' section on the left the site is SS4-126 and
that link brings up a plan with a tab to submit comments.
