Conservative? Much as I would like to blame it all on them only about
70% of the tax is from the County Council. The other authorities
involved, including South Cambridgeshire District Council, are no
overall control or are lacking in party presence.
But in any case no party in local government is really to blame for the
level of council tax - it's so skewed by the amount HMG doles out (with
the notable exception of the parish council, who get no central
government funding).
BTW I'm also bemused as to why that graph specifically talks about band
E - the increases are proportionate so surely it would be the same for
any band?
