Rising bollards. With number-plate recognition.
Seriously.
At each entrance to the village (Tesco, Ely Road, Landbeach Road) have
bollards and number-plate recognisers. Bollards only let you out more than
15 minutes after entering the village, or you can leave by the same entrance
you came in. Thus people popping in to do an errand aren't too
inconvenienced, but it stops rat-running :)
