What about a village congestion charge? Surely there are local parish
powers to impose something like this. So have CCTV type cameras at north
and south end of the village (will also help with reducing crime and we can
get the Community Fund or someone to pay for it if we can). There will be
free travel for residents and workers who work in the village. Legitimate
visitors get their resident hosts to type in a code and their car
registration number via their telephone to the control centre so discharging
them from paying the charge. This can apply to those who those who use the
shops. All other cars get charged, say, ?5 every time they enter the
village. We raise money and use it to pay for running the system (creating
employment) and for other good things for the village.
